Dear Colleagues,

As Chair of the Asia-Pacific Computer Emergency Response Team (APCERT), I am pleased to invite APCERT members and others to attend the APCERT Annual Conference 2006 (APCERT2006) at the Beijing Friendship Hotel, Beijing.

Non-members are welcome to attend the open session on Tuesday, 28 March 2005. Sessions for APCERT members will be held on Monday, 27 March to Wednesday, 29 March 2006.

I am also proud to announce that APCERT2006 is being hosted by the National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT/CC) and on behalf of all APCERT teams I wish to express my sincere gratitude to CNCERT/CC for its willingness to host this important event. From my personal experience I know that both events will be a great success and I look forward to experiencing CNCERT/CC¡¯s gracious hospitality once again.

This is the fifth annual APCERT conference to be held and it provides an opportunity for APCERT members to meet, get to know each other, learn about the issues affecting each other as CERTs, and most importantly, through our shared goals and interests help each other improve Internet security within each of our economies and throughout the Asia-Pacific region.

APCERT2006 will be held immediately prior to the CNCERT/CC annual conference which is being held from Thursday, 30 March to Friday, 31 March 2006. Attendees of the CNCERT/CC conference are encouraged to attend the APCERT2006 and vice versa. To register see: http://2006.cert.org.cn/en/reginfo.html.

The theme for both conferences is ¡°Network Security ¨C Common Responsibility¡±. It is a theme important to APCERT members and reminds us of the importance of building cooperation and trust to provide better security for our interconnected Internet.

For those not familiar with APCERT, or who wish to learn more, the open session is an opportunity for you to hear and discuss issues of interest to APCERT and meet APCERT teams. Since its formation in 2002, APCERT now represents 17 teams from 13 economies, many of which are the leading, national or government teams within each of these economies.

Finally, I look forward to renewing old acquaintances and friendships and meeting new ones.

Dear participants,

As the Program Committee Chair, I am very happy to announce that the APCERT & CNCERT 2006 Conference will be held in Beijing from March 28 to 31 and cordially invite all the guests from both home and abroad to participate in this event.

This is the third CNCERT annual conference, following two previous one in Sanya, Hainan and Guilin, Guangxi respectively. The reason to choose Beijing as the venue for this conference is that CNCERT/CC will also host the 2006 APCERT Conference at the same time. We sincerely hope that Beijing, the 2008 Olympic city, will make a host to friends from Asia-Pacific and other parts of the world.

As Deputy Director of CNCERT/CC, I would like to transform the meeting we host into a platform for extensive exchange and cooperation among governments, industrial and social sectors as well as different economies in Asia and Pacific region and the world at large in the field of computer network security emergency response. With ¡°Network Security¡ªCommon Responsibility¡± as the theme of this conference, it is envisioned that all the participating organizations and representatives may benefit from extensive communication through information and experience sharing while recognizing network security as a cause requiring participation and efforts of all organizations and individuals. This is the true purpose and meaning of the conference.

As all previous meetings, this one is a wonderful opportunity for representatives to meet experts and scholars of remarkable fame in China and in other parts of the world, who work with international state-of-the-art professional security agencies, CERT teams, large enterprises attaching importance to network security or with governmental bodies, telecom, financial, educational, scientific and research sectors, as well as professional security service providers in China. A large number of presentations and reports will be going on during the conference which will be broken down into one technical track and one administrative track to meet with different interests. For representatives who would like to acquire computer network security knowledge systematically through the meeting, we have prepared training courses and invited famous vendors over.

The annual working meeting of the Network and Information Security Working Committee of the Internet Society of China will be held during the same period. I, therefore, look forward to interaction with all the committee members on past experiences and future programs.

As an emerging alliance of the network security emergency response organizations, APCERT has contributed enormously to cross-border cooperation in coordinating and handling internet security incidents in recent years. This is the first time APCERT holds its annual conference in China. As the host, the CNCERT/CC will all it can to make the 2006 APCERT conference a full success.

Finally, I wish the conference a success and look forward to meeting you in Beijing.
